What is the Safety Culture Ladder?

The Safety Culture Ladder (SCL) is a certification standard that measures how safety culture is embedded in an organisation. Not just the rules and procedures, but the actual behaviour: how people talk about safety, what they do when things get tense, and how that runs through the whole organisation, from leadership to the shop floor. The ladder has five steps, from reactive to proactive, and shows where an organisation stands and what the next step looks like.

Who is it for, and why now?

From 1 July 2026, the Safety Culture Ladder becomes mandatory certification for companies working in contracting and infrastructure. Major clients in construction like BAM already treat the SCL as a hard requirement. That means there is a concrete and urgent demand from companies that want to take it seriously, not just tick a box.

Builds context

During the conversation the AI interviewer discusses the role of the person they're talking to and the sub-themes that should be covered. As the conversation unfolds, the AI agent builds on it by referring back to earlier answers and probing where it gets interesting.

When someone says 'safety is important here', the follow-up comes: when did you notice that last, what happened, what did your manager do? That's how the real examples emerge that distinguish the SCL steps.
